Why does one dogwood (of three) not flower?

We had three dogwoods planted a few years ago by a local nursery. They are each slightly different from the others (leaf shape and color). One blooms profusely, one moderately, and one not at all. What is going on?

I suspect that there may be a nitrogen/phosphorus inbalance in the soil. Parts of the yard may be getting more nitrogen, which lessens the amount of flowering. Have the soil tested and increase the amount of phosphorous the trees are getting.
