Why Does One Bottlebrush Plant Have Hard Leaves And The Other Soft?

We have two of the same bottlebrush plants and one has soft, more full leaves while the other has hard, pointy ones. What might be causing this and what can be done to remedy it.

One has started new growth, and the other has not. Make sure that they are receiving the same care, have the same amount of light, and similar feeding and watering.
