This is one of those trees whose attributes are often exaggerated. Even where the royal empress withstands winter, its buds are often nipped before spring (buds are formed on previous year's growth). Because of its rapid growth, it is weak limbed and can fall apart as it ages. It also produces seeds that sprout easily, often all over the yard. It is considered a "high invasion risk" in Florida.
It doesn't typically flower till it is from 5 to 7 years old. You may be able to provide extra protection during the winter that can stop it from dying back each year. Once it matures, it should make it through the winter on its own. Mulching about 3 inches deep should help. Do not mulch right up against the tree.
