Q.rose plants leaves shrinking and buds not blooming

My rose plant leaves are shrinking, another two roses are not growing new leaves and another one has new leaves that are falling in alternate stages.

If you are in a colder climate area, the colder nights could cause this. If not, the rosebushes may need more water to help get them going well. There could also be a fungus at work on them, spraying the rosebushes with a goof fungicide could be in order.
