Why Does My Rose Of Sharon Have Yellow, Bedraggled Leaves?

It is blooming fine but the greenery looks awful. In Central Missouri, we had excessive rain in June. I don’t have a photo of it. Is there something I can do to help it?

It could be due to the excessive rain, especially if the soil isn't well draining. Here is more:
