Q.Why does my Oleander not flower

Why does my Oleander not flower? They grow flower buds, but these just die and drop off. Clay soil but plant in compost with good drainage. Full sun position, not over or under watered.

Wind, dry conditions and lack of sunlight all can cause bud dropping.
Also proper pruning can help the plant the following spring.
