dwarf orange tree only makes fruit on bottom

Why does my dwarf orange tree only make fruit on the bottom branches? I live in San Diego. There is an amazing dwarf lemon tree that was here when I bought the house. It is like a lemon factory! So I got excited and bought dwarf orange and grapefruit trees to complement it. They are about 3 years in the ground. They both make nice fruit but only on the very bottom branches. I have to tie up the fruit to keep it off the ground. The rest of the tree is growing but no fruit. Not so with the lemon tree. Lemons everywhere. I would like to prune the lower branches, but I am scared to prune them thinking I might not get any more fruit. I’d appreciate any advice you can give.

Pruning is an important key to shaping the tree and allowing the best fruit production.

Thinning the fruit will also help in keeping the branches from becoming to heavy.
