peonies do not grow

Why do my peonies not grow more than 2 feet and do not get buds? They are on the south side of house with evening shade. They did good the first year. The ones that die out in the winter I replace but they do the same.

Peonies need time in the garden to become established and bloom.
They will go dormant in the winter and began to grow again in the spring.
