Why didn’t my dogwood tree bloom

It has so many buds on it but no blossoms and just a few leaves are beginning to make an appearance.

I hail from New York and my dogwood tree is in the same situation as yours. I would give it some more time. Spring is finally just starting to get genuinely warm. The cold winter combined with a cold spring has delayed the onset of growth/blooms in many trees/plants this year.
