Q.Why Aren’t My Yellow Bell Plants Blooming?

Hi, I found your name doing a Google search for “why don’t my yellow bells ever bloom? Actually I don’t know if you answer questions from people but thought I’d give it a try. I live just East of Los Angeles. I have two well established yellow bell plants that bloom every year in the front of my house. One is probably 7-8 feet tall and the two are blooming nicely now and do every year. But three years ago I bought 4, 5 gallon blooming yellow bells when I was out in the city of Desert Hot Springs, Ca. When the plants went dormant I cut them back. The following year I got great looking leafy plants but only one tiny bloom on one of them. At the end of that season I cut them back again. Now this year, (today is May 31, 2020) I once again have very healthy looking plants but without any blooms. They get plenty of sun and I’ve been fertilizing them with a bloom booster. Still nothing. I was hoping you might have a suggestion for me to solve my problem. I love the plants. My original two get so many blooms you can hardly see the rest of the plant during summer time. Thanks for any information. I really appreciate it.
