Why aren’t my Pepper plants growing

Multiple plants, bell, jalepena, yellow banana, and sweet peppers were all planted about 1 month ago, but don’t seem to be growing. We’ve had plenty of rain and sun. I mulched with leaves from the yard last fall and used humus and dehydrated fertilizer when planting this spring. I wonder if my soil has been overused through the years.

I would check the PH. Peppers like a slightly acidic soil 6.0. They also like
plenty of phosphorus.
