Why Are One of Two Red Haven Peach Leaves Are Curling

I have two Red Haven peach trees. One has developed an almost half moon shaped curl to the leaves. There are no classical fungus diseased looking leaves, but could this be the beginning of peach leaf curl? It developed the curl this spring and has been that way since.
