This tree is naturally quite slow growing, but if it seems to be growing slower than normal, then you can begin to assess the situation. I see woolly aphids, though they don't usually cause that much of an issue and can be treated for pretty easily. They can contribute to things that are already happening to the tree, however. I would suspect that the real culprit might be a slight underfertility issue with the soil. I wouldn't feed without a soil test, though. It could be soil pH issues that can alter the way the tree takes up nutrients. The last thing that I think might need to be addressed is the start of some sort of infection. I'd say a fungicide treatment wouldn't hurt as a proactive measure.
