Q.Why Are My Roses Producing Shriveled Up Blooms?
This is happening to both my plants that are in large pots. They are watered regularly but never waterlogged

It likely is botrytis blight. Thrips can cause a similar problem, so I've included a fact sheet on rose pests in addition to the disease fact sheet.
