leaves on hydrangea curling and turning brown

Why are leaves on a hydrangea curling and turning brown? This is the third year when there has appeared to be normal growth then before buds appear the leaves start to curl and die. This year there is some further leaf growth above the partly withered leaves but so far no sign of buds. When should buds start to appear?

I think this could be mites or Aphids.
This could be treated with Neem Oil.
