Whitefly Infestation Still Present After Removing Plants

youngrobin2012 added on April 20, 2015 | Answered

I just moved and found a terrible whitefly infestation in the garden. I removed affected plants from the garden, but the flies and larvae are still all over the ground where the plants had been. Do I need to try to remove all of the soil from that area? I'm afraid the shrubs will get infested, too.
