White sticky webbing around base of buds – Gardenia

We have a consistent problem with our gardenias in the house in winter. We get a white sticky webbing around base of buds. We have been told it is white fly and sprayed it with Sevin. It does not really work. Any thoughts? Thanks.

This is more likely due to spider mites rather than white fly and can be treated with neem oil. These articles will help: [1]
