White Spots On The Spring Branches Of My Roses?

Its late fall on the southern coast of Oregon. I have started pruning the roses back for spring’s new growth. I started seeing white little spots on some of the roses. The white spots are around the size of a small eraser and very thin. What is kind of weird, the white spot are showing up sporadically, one bush here and one bush there. Then there could two or more roses together that have white spots in a different location, there is no set pattern. I am guessing around ten or fifteen roses have white spot problem. This particular rose garden has around fifty roses. Can anyone identify these unknown spots and is there anything I can get to cure my problem? I would sure appreciate some help!!!! Thank You Renee’

That looks like rose scale insects, and their damage. There are many kinds, and they come in many colors and shapes. This can be a bit tricky, since you will want to remove anything that is removable, manually, before treating. These two articles will help:
