Q.White spots on Rose leaves

The last week I have noticed little white spots on the leaves of my rose bushes. The white spots eventually turned into holes. I originally thought it was the water dripping on them from our neighbor’s air conditioner. So I moved them and removed the damaged leaves. They were free and clear of the spots. This morning I woke to find more leaves with spots. Could this be a bug of some kind or and I looking at a fungus?
