white scales on my Crown of Thorns

Question

I am getting white scales on my plants and wondering what these are? I have sprayed with a fungicide which is a fungicide insecticide and miticide in all 3. If this is correct how often should i treat the plants? Thanks you. Glen

This looks like Mealybug.
Treat with Neem Oil.
