White Round Things on Plant

We have rosemary shrubs here in Las Vegas and there are some little white things growing on our plant. Can you tell me how to get rid of this fungus or whatever it is?

The best thing that works for me is a Insecticidal Soap.The best one is made by Natural Guard, it is all natural and found at most Gardening centers.
