White Powder on Hibiscus Branches

Have a Hibiscus plant outside that has been great and producing good orange flowers until recently. Fertilize it monthly with Miracle Grow. Noticed a white power substance on flowers and branches. Flowers are small. Blasted off white power with hose. Flowers look better but white powder re-occurs. What is white powder? And what should I do?
