White Pods on Hibiscus Plants

I have outdoor hibiscus plants that are fairly healthy. However, I saw yesterday that there are white pods or nodules all over the plants. Seems to be some type of insect pods. Does anybody know what they areĀ and how to deal with them or any kind treatments for these plants to repel/kill insects?

It sounds like it might be mealybugs. This article should help:

If you do not think they are mealybugs, send us a picture of the pods and we will identify it.
