Q.which perennials to fertilize in spring

I have a list from a website of perennials that are not supposed to be fertilized, including asclepius, dianthus, echinacea, and others. I’m skeptical. Don’t these plants need some kind of feeding at least once in a while?

An application of an all purpose fertilizer can be applied in early spring.
