Where Can I Buy Bulk Rich Top Soil

I live in Vizcaya falls St Lucie west near midway and have dug up planter in front yard that was full of shells, concrete, steel, wood, plastic, dry wall paste, clay, etc. Basically garbage and hard as concrete. I want to buy bulk rich topsoil approximately 3-5 cubic yards and am looking for local sources. Can you please provide me a list of recommended vendors of this material?
