When Will My Red Rocket Crepe Myrtle Start to Show Growth

I live in Zone 6 in Cincinnati, Ohio but my crepe myrtle has not shown growth yet. The bark is green when scratched. When is usual time for growth to appear?

It has been a hard winter so I would give it some more time. If it is showing green under the back, it is still alive and will need a little more time to bud due to the late winter we had this year.
