when to apply milky spore

I would like to apply milky spore to my lawn as I had a tremendous amount of Japanese beetles last year in my vegetable garden and on some of my fruit tree leaves. I live in zip code 38555 in Crossville, Tennesse and would like to know the proper time to apply milky spore.
I would appreciate any assistance you can give me.
