I would remove the litter, and and spray the area with neem oil, and rosemary oil, with a few drops of coconut oil in water. Although the soil itself isn’t toxic, the cats can carry parasites that can infect your plants, and therefore you. As long as you treat the area as I mentioned, then you will be free to plant any time.
