when should I plant my weeping cherry tree?

I just purchased a weeping cherry tree. I live in Illinois. I don’t know if I should grow it inside over the winter or go ahead and plant it now in late summer.

You should go ahead and plant it out now.
Daily watering for the first 2 weeks is very important then you can cut back but continue through the fall.
Here is a link with growing information and will help select a planting location.
