when should i cut back my rose bushes?

I live in the desert of Palm springs, CA and I have rose bushes all around my house. When should I cut them back and what is the the best way to do that?

If your rosebushes have bloomed and the blooms are done, it is time to dead head them (removal of the old spent blooms). See the article for tips on that.
