Rose seeds need to go through a process called cold moist stratification to break inherent dormancy. If you have already done this, how you plant is a personal decision. Only 20-30% of rose seeds go on to germinate. Sowing them in a flat instead of individual containers takes up less room. The downside is that seeds need to be transplanted into their own container once they germinate.
