Q.When Is The Best Time To Scatter Rotted Down Compost On My Garden? Now, Or In The Spring?

My soil is heavy clay and quite soggy at the moment!

If you haven't applied it yet, you can still use it as a mulch for winter if you don't have any mulch down. It also will work down and help improve the soil before spring planting. (use as a top dressing; don't work it in if you have plants whose roots would be disturbed.)
