When is the best time to feed crape myrtles and when do they bloom in South Texas?

My crape myrtles have not bloomed this year when they have been blooming abundantly in previous years. I have used bloom booster but has not been effective and when I faucet water them the leaves turn brown around the edges but now that it rained they are green.

Crape myrtles typically bloom from mid summer to late summer.
