Q.When Is The Best Time Of Year To Plant My Dwarf Orange Bird Of Paradise Plant Outdoors In Phoenix, AZ?
I just received this plant as a gift and since we are experiencing triple digit temps especially early this year I am afraid to plant outdoors. Should I keep it potted indoors until the fall or early spring next season to give it more time to acclimate before planting outdoors?

It is not acceptable to plant any plant in the heat. You will want to wait until Autumn, at the least. When you do choose a spot, make sure that it gets shade for the hottest portion of the day. This will be the only way that the plant will be happy in your area, otherwise, you may notice poor growth during the summer.
Keeping it indoors comes with its own set of problems, but may be a better solution than battling with nature.
