when does lime tree fruit? When to plan tomatoes?

Question

I planted a tangerine tree and a lime tree at the same time last almost two years ago. The trangerine tree produced a lot of fruit, but the lime tree didn’t even flower. This year, the tangerine tree is covered in flowers but there are none on the lime tree. What is going on?
Also, want to plant tomatoes but don’t know when to do it.
I live in Houston, Texas
