WHEN DO THE LEAVES PUT OUT (MONTH)?

Tree has many dead limbs and here in late march no new leaves yet? Live in Middle Georgia, should they start budding?

Since I don't know what kind of tree you have, it's hard to give a specific answer about whether the tree should be pruned to get it to leaf out, etc. However, dead or damaged wood can be removed whenever you see it.
