when can you dig up monkey grass, separate and replant

Question

My grass needs to be spread out some from where it has shot up new growth and put in spots that needs more. I have it around my rose bed with a bird bath in the center. One side gets more sun and a power pole blocks half of it at center times of the day. I have dug a ditch on one side to help keep water. This is because it sits on a downhill slope. My yard is like this.
