I need to know can i start using the blood meal when i start my seedlings or as the plants mature? I really need your help i want to have a good harvest this year.

You want to use it as the plant mature. When they are seedlings, too much fertilizer can"burn" the seedlings. Waiting until the plants are a bit older is beneficial.
