If you mean, when can you prune back your roses to transplant them. That depends are where you are located. I Colorado Zone 5, you can do so now. Typically, you want to prune them back to transplant them when the weather has warmed up enough that you do not have to worry about hard night time freezes. I have also waited until I see the leaf buds start to swell on the canes and been just fine. If the rosebushes are in a hard growing mode where you are, it is a bit late to try pruning them back and moving them. It would be best to wait until next year. I hope this helps you. It is hard to give you a good answer without knowing exactly where you are located and what your climatic conditions are right now.
