when and how should I transplant tea roses?

We recently bought a house with what I think are tea roses along the front walk. They are very lovely but you feel like you’re going through a jungle squeezing between them to keep from getting snagged. They have just a few blossoms on canes about two feet tall and are in several different colors. I would like to move them but need to know when and how. We live in southeast Nebraska.

I live in Northern Colorado and right now is a good a time as any to move the rosebushes. Moving them before they really get to growing hard and get fully leafed out.
