What’s Growing In My Soil…?

There are clusters of white fuzzy balls by the surface of the soil and I’m worried! Are they pests? Fungus? Soil: moist. Air circulation: well but warm during day, cooler by night. Plant: kept clean and dusted every week; tips of leaves turned yellow; watered plant when soil became dry (usually 1.5 week intervals)
