What type of plant/tree is this

Question

My neighbors have big weeds or trees growing in their yard walls. I want to know what they are so I can take the correct procedure, as they are starting to grow on my wall. My neighbors have left them and it has ruined their wall, so I want to stop this before it happens to mine.
