Q.What Type Of Bush
Does anyone know what kind bush this is and is it dying?

I can't really get a good look at the individual leaves, but it looks like an evergreen. Possibly Juniper species. As far as what is wrong with it- It could be a number of things. The rainy season can bring root rots, and other diseases, but so can insect infestation. Junipers, like many evergreens, will tolerate drier conditions better than wet. It doesn't hurt to test for pH, as well. Many evergreens will prefer it on the acidic side.
I'm a big advocate of testing soil, and doing so thoroughly is best before adding anything other than fungicides.
