What To Plant To Prevent Dogs Getting Under A Fence

My neighbors installed a 6’ plastic privacy fence between our properties. They have 2 pit bulls and we have a small chihuahua mix. Their dogs can almost fit their heads under the fence and the soil around the posts recedes when it rains hard. I’m terrified that their dogs will get into our yard or my dog will go into theirs (I also have 2 young children that play in our yard). What is my best option to fix this? Can I put soil/dirt to raise my property? Or would think bushes be a better route? My initial thought was to put soil/dirt so it hits several inches above the bottom of the fence but I’m nervous that will damage the fence more. Thank you!!

I would definitely try to build up the soil if that's feasible. Planting something very prickly may keep the big dogs out, but will poke your little one, too, so that's a judgment call. You might consider planting a tight row of barberry bushes along the fenceline.
