Q.What To Do With A Peony That Might Be Planted Too Deep?

Have a peony that comes up, but not very tall every year. It is planted in full sun and gets pleanty of water. But it is not growing tall and has never bloomed. I go it from a friend. What would you suggest I do?

You can remove some of the soil or mulch around the peony. Also try fertilizing if you have not. If all else fails, you can replant it. This article explains more:
