Rangoon creeper is a tropical flowering vine and very prolific.
They will grow 10 or 12 feet in each direction, so 3 or 4 plants should get you the coverage you want.
You can plant now if you can water them adequately, but ideal timing would be in spring. With a freeze, the vine will die back in zone 9 but should return from the roots.
