What time of year do you take a pup from the plant and do you remove all leaves from the pup

I have a mature Cycad with several large pups and several s,allen pups
The large pups are the size of a soft ball
When is the best time to remove the larger pups
We appear to have grown a second head at the heart of the plant is this normal
