What Time of the Year Can You Move Baby Sprouts??

I am in southern California. Wondering if someone can tell me if there is a bad time of the year to move plants? (Crepe Myrtle)

For you, summer will be really the only bad time to move plants. As long as the temps are moderate, like between 55 F and 75 F, a plant can be moved fine.
