What Shrubs Like Wet Feet, Full Sun, Zone 7

Question

I have a 6′ border on my patio that is in full sun; Zone 7. I have tried growing limelight hydrangeas and encore azaleas. Neither did well, and I have since determined that the soil, while fine for about 12 inches, becomes water logged below. What can I grow, preferably a shrub, preferably evergreen. Cosmos did well in this soil, but I’d like something I didn’t have to replant every year.
