There is no hard and fast rule. Soaking is thought to speed germination. Very small seeds and those that are known to germinate quickly do not need soaking. Larger seeds with tough/hard seed coats, benefit the most. Where you read that a seed needs scarification, you’ll find it much easier to nick seeds after soaking.
